Why does every empty position sit around for four to six months before anyone fills it? Why do the rest of us on the team have to pick up the slack during that time?

and then on top of this the random hiring freezes don’t help. I was rushing to fill a position on my team because we were told the hiring freeze was starting 10/1… turns out it started on 09/14. So sc--w me and my team, it’s insane.
Because no one knows their budget anymore. Managers and directors usually asked for money 4/6 months before the next year started. They would get approval by November and funding would start in January. Now what happens is you might get approval in February then a month later your VP wants to allocate budget to some AI project and tells everyone to give him your teams funding. This happens often throughout the year.
It's a test. If the remaining employees can take over the responsibilities of the position for four months, then they don't need to backfill it. If they've failed, then the last two months are used to find the replacement.
Because they review every open position as an opportunity to reduce staff.
They are penny pinching ba----ds. They had a revenue of $112.0 billion in Q2 of this year, yet they try to operate like a corporate sweatshop, grinding down a skeleton crew of workers who often do the job of 2-3 people.
They refuse to look at anyone 'close to retirement age'. Not my words, management. And documented.
Why do you think?
That's four to six months of new employee compensation saved, while you are making sure all the work still gets done.
Look to your leader(s) since this would fall on them. If the person who left and was planned to leave, the req should have been done and made to be ready to post. Makes no sense why they wait so long. Maybe they thought the team members would pick up said slack? This company is always trying to cut corners and do more with less smh.
