Internal reporting isn’t the only option. Depending on the situation, people can file with the eeoc or nlrb. If enough employees were affected similarly, it may also be worth talking to an employment lawyer about a class or collective action.
@OP so the toxic leader you raised a concern about was FLD?
Never Trust HR. They are there to limit liability to the company... NOT help you.
This is why I'm in the about 15-20% of people who NEVER fill out an employee survey. They aren't anonymous... they are anonymized.... age, s-x, tenure, etc are visibile. Imagine you write something in one of those, you're on a team of 5 or 6 people, you manager sees 47 years old, Male, 20 years with the company. How many people you think are going to fit that in your group?

There are many such junk toxic leaders at F5 digital..
HR is NOT your friend. They're only in existence to protect the company and management.
