C1 has opened multiple TPM roles at Director and Senior Director level looking at the job description, I think the next wave of lay offs will be the engineering leads and the Product Managers, looks like TPMs will do the functions of Engineering Leads, Product Owner and the ADLs. So if you are a Product Owner / Manager or an Engineering Lead beware you are next to be laid off, mark my words you have max six months, do not get caught off guard like the ADLs

Any corroboration? I see the roles listed on the careers website but there aren't enough to back-fill existing teams.

Engineers and product owners were struggling to do their jobs as it was. Now they're being asked to fill 3 roles ADL, engineering lead, and product manager and they're going to SPLAT !!!

You are correct an exec told a large audience that technical program managers who can write and fix software will replace the agile delivery leads. That person never mentioned the product managers as being replacement for ADLs, when it was stated product managers will replace ADLs. So as you stated engineering leads and product managers will be combined into TPM roles and those who don't meet their needs or kiss behinds will be fired.
