I can’t imagine they would hire someone back in the US after all of this. To me, it seems like we’re shutting down everything that’s not SAP Labs. I see a bunch of jobs available but they’re not available to us. India, APJ in general, etc.

Don't let them fool you by telling you that you have not been terminated. Your role is gone and you are now on your own. I was given the same offer a few years back when I was laid off (in Canada). As part of the severance package, I was given a month to find another internal position on my own. The HR partner assigned to me was totally useless, she told me to apply for everything and rushed me into signing the severance package.

It was a very very stressful time .... There were limited positions that match my skillset and I had to compete with the other colleagues that were laid off also. The hiring process takes a long time - more than a few weeks. Long story short, I did not get the only position that matched my skillset. All my past performance reviews were "Exceeding" and I even had some excellent references from some high level individuals but that didn't help.

My advice is: Don't rely on the internal postings. Get your resume up-to-date and contact your network to let them know what you are looking. Start looking at outside positions ASAP to get the ball rolling. Another hint I will offer is: Please make sure you review the severance calculations and make sure they are accurate. The amount used should not be your base salary, it should be your potential earning (with target bonus). Keep in mind that everything is negotiable (including your medical coverage) because they want you to signoff ASAP to close your case.

From Asia continent and affected employees usually has a Global manager and they focus on eliminating high cost countries staff amongst the team . Its not your contribution to co that matters , is how much they need to save which indicate one round of cut might not be enough if businesses performance do not improved

I'm in US, was also told it's not me being terminated, it's the role. Oh good, so what's my new role? Assistance offered:

  1. Apply to internal job listing with a code to indicate I am among the 'affected' - zombie vibes
  1. Contact info for a 3rd party outplacement service

I doubt the internal job listings will accommodate the affected in this region.

Might be different elsewhere.

Are people being laid off fitting a profile? Those on higher salaries? Or those not with the company too long?

I think most who leave SAP as part of this will end up in some other technology role elsewhere easily enough. Surely SAP aren't letting experienced people go from teams after investing so much in them already.

There has been entire teams laid off in NA, but also lots of downsizing in almost every part of the CSS organization

For anyone affected in the US? Is it strategic like they said where entire teams are affected? Or is it a case of a team with 20 people might lose 2 for example?

In Europe communication locally for me at least has been that there are discussions to ensure only roles are lost. And not jobs. So anyone in a role that is affected can be moved elsewhere as there are a number of open positions for areas not affected.
