Leads not utilized fully, better to give these roles to them. Have a resource plan, looking at the job description of TPMS looks like they will take on the product role as well. C1 is giving remote option to these people and expecting anybody below Director to show up in office for three days, if C1 is moving towards hybrid there should not be any remote option available to anyone, period, like Meta is implementing. Be professional spell out clear policies, objectives and outcomes. Do not confuse employees and bring their morale down.
