Why do managers say cutting costs in their department and don’t do Layoffs instead ask employees to look for jobs why?

Cause of severance and the money allocated to the department. Let go a long term employee? Okay you probably won't get a new person for a good while.

Could do layoffs with severance in exchange for waiver of legal claims, but that costs more and increases unemployment insurance rates.
