I would never stay in a company where I wouldn't get any pay increase for years. So I wonder why those who say they haven't gotten a raise here in a long time don't look for better opportunities elsewhere?

Six years at Oracle. Rated highest or next to highest every year. Got ONE raise in six years, and that was 4 years in.
Got the heck out a long time ago. Now making 4x total comp what I made at Oracle, and I was making OK money while there.

When adjusted for inflation people are making less than when they started.
As the OP said, people just get comfortable.
Speaking from experience, recruiters and HR types take more pause to my staying at Oracle so long without any promotions and raises, than to my getting laid off.
If I had it to do all over again, I’d switch companies every 4-5 years. These days it’s the only way to get promotions and raises. Gone are the days of being rewarded for being a loyal employee.
I think after all the tech layoffs workers will look after themselves first (I hope).
I'm one of those people and I honestly hate that about myself. And I'll give you an honest answer that is awful to say out loud - people get comfortable. And for me, the OT I WAS making made up for it to a small extent. And ability to work from home. Once they axed the OT (about a year or so ago) and decided to really mess up the way a certain org was run (contracts), there really is no reason to stay anymore no matter how comfortable you are. They micromanage and squeeze as much work out of you as they can without so much as a thank you. Sorry for the rant. Back to the answer - I have had several, SEVERAL colleagues leave for "better opportunities" to then only get laid off, many times. The Tech industry at least is so unpredictable right now--not that Oracle is any better.
At least in Sales, they stayed because the bonus made up for it. Once they stopped paying out good bonuses, it's like a pay cut and then they do leave if they can. Easy way for Oracle to get rid of what they feel are highly paid employees too. Hire you when they need you and mess you over when they feel the tide has changed in the market. If you are really good, you can stay there forever. However, most really good people leave.
Oracle had no compensation plan. Never has. They only take care of upper management

I think another poster has answered that question many times. In a lot of cases, it's that Oracle doormat problem.

That's Oracle Wide, Baby, Unless, of course you are in the club. then you get bonuses and stock.
