I mentioned earlier that in my year-end 2022 review I mentioned that I did not complete my goals because my manager was not giving me any work. She then gave me a scathing review. One question I have is that if I'd performed that poorly, shouldn't I have been put on a PIP? But the other is, can Humana deny me severance based on that review? I need to sign papers by the 9th so I'd like to know if they can even do that.

No, as long as you signed the severance document and complied with all of the requirements, you will get severance. You will also be eligible for unemployment at some point.
I'm sorry to hear about your situation. You've earned severance pay per policy. Year-end reviews should have no binding to severance pay entitled per policy.
Be careful what you sign on.
