My manager told me not to submit it as we had regular 1:1, should I be worried?

You should write it up, and review with him before submitting. But absolutely submit it. Never know how long he’ll be your manager and you want it on the record.
Intel managers are id--ts
If the manager does not like you or get mad at you, he will find reasons to squeeze you and kick you out in the CPM. It does not matter how well you do your job. It is a political game. Intel has the most BS and evil managers.

If you are ok with your manager your ok
If your manager dont like, you should be worry
Also if manager got low rank in MFT he start to look for the smoking g-n and will give him BELOW or IR for some strange reasons
