Is LR "Labor Reduction" or "Limited Restructuring"?

Is this a serious question?

LR is limited restructuring.

Cisco moves money between business groups. Some lose, some gain. Business units that lose money cut cost by reducing staff, resulting in layoffs.

Ultimately, the layoff is the significant event that shows up in the news, impacts stock price and gets tracked by the state. Cisco likes to use the term LR as a nicer term than layoff.

The previous CFO used to always say LR was a Last Resort. I think he meant it too.

I suppose either is appropriate, but every time I’ve seen it, it refers to “limited restructuring”.
