I'm getting so tired of Gainwell management. They want top-tier results but offer bottom-of-the-barrel raises. It's a recipe for a mediocre, unmotivated staff. Anyone with real talent and options will walk away, leaving us worse off.

How close are you to reaching your max? Maybe you need to talk to your manager about a role change. How long have you been with GWT? Being there too long without a role change can lock you in to a payscale that can only be changed by leaving then coming back and negotiating an increased role and salary that more closely matches the COL in whatever part of the USA you live in.
Gainwell is such a terrible company. We can see that in these comments pretty much daily.
So why stay working there?
@OP Per your statement, "Anyone with real talent and options will walk away". FACT. The only way to receive a good raise is to be promoted and there is no opportunity for promotion within this company as they hire from outside whenever a position does become available.
