My understanding from a couple sources is if groups don’t comply with 3 days per week, then EVERYONE will be told they have to come in 5 days per week. (I realize some have been doing this all along.) I believe there will be a large exodus, but I think it will be the lower levels that will suffer with having fewer people do more work while in the office 5 days per week instead of 3. I hate RTO, but it seems this could get ugly quickly.
