Is it true that TMs that are capped out will no longer receive a bonus when their annual JD happens?

So what's the point of giving these tms a JD if there's not chance a raise? Unless the "leadership" enjoy being cruel.
It's supposed to have been that way for years but most STL's just ignored it. However, by the time your next Annual JD comes around you will be an Amazon employee, and since you hit your bracket's cap, you will likely just get fired for 'cause' so you can't win your unemployment claim.
