Cisco since the 90's has laid off every 6 mo like a clock. In about 2014 then went to every 3 mo. If it doesn't cross a threshold they are not required to report. LR is now called "repositioning" on smaller scales.
It is basically continuous.

That makes more room for H1B replacements.

Cisco has a culture of constant layoffs. No one inside knows until you’re the one impacted. Teams don’t communicate LR members impacted.

Everyone is a sitting duck, holding on to their jobs, unaware of dynamic that goes on.
