Even Asians who are naturalized US citizens or on green card are fed up of outsourcing of jobs to Asia/Eastern Europe countries or getting replaced by Asian outsourcing companies running their show in the USA.

US Commerce Secretary Howard Lutnick has declared that the existing H1B visa system is a “scam” and confirmed that the Trump administration is preparing sweeping changes to both the H1B and green card programs. The move is expected to significantly affect millions of foreign workers and students, especially Indians, who dominate H1B allocations.

Lutnick said that the current visa framework allows foreign workers to displace Americans from job opportunities and pointed to a pay disparity as justification for reform. “The average American makes $75,000 a year, and the average green card recipient $66,000. So, we are taking the bottom quartile. Why are we doing that?” he said in a Fox News interview.

End of the H1B Lottery?

One of the most likely changes is the scrapping of the H1B lottery system. In its place, US authorities are considering a wage-based allocation model, where higher-earning applicants are given priority. This would reshape how skilled workers are admitted into the country. Indians, who have long formed the backbone of the H1B program with roughly 70% of annual allocations, could be the most impacted. Between October 2022 and September 2023, Indians accounted for 72.3% of all H1B visas.

Tighter Rules Already in Place

Since Trump returned to office, several steps have already been taken to restrict foreign workers and students. The Citizenship and Immigration Services (CIS) Ombudsman’s office, which assisted immigrants with visa issues, has been shut down. H1B holders now face stricter requirements, including providing biometric data and home addresses.

The “Gold Card” Alternative

As part of a broader immigration reset, Trump has introduced the idea of a “gold card.” This program would grant permanent residency to foreigners who invest $5 million in the United States. With officials claiming that 250,000 people are ready to apply, the scheme could potentially bring in $1.25 trillion.

US Vice President JD Vance has also added to uncertainty by stating that green cards do not guarantee an “indefinite right to stay” in the country. Together with the gold card push, this signals a shift toward prioritising wealthy investors and highly skilled individuals over lower-paid workers.

Implications for Indians

The changes will likely hit Indian tech professionals and students hardest, given their heavy reliance on H1B visas as a pathway to US employment and permanent residency. While higher-paid workers may benefit under a wage-based system, many mid-level professionals could find opportunities shrinking.

The upcoming overhaul represents one of the most significant changes to US immigration policy in decades, with profound consequences for the global talent pool and India’s skilled workforce.
