Operations transition to Technology

The Operations organization has the most frequent "touch" to clients and their ability to operate is essential for existing client confidence. As a client, should I be concerned about the transition of Operations to Technology? Has the new CIO had sufficient time to repair Technology so as not to erode Operations?
