Someone does not understand that being fired is not the same as being laid off.
You do not get severance if you are fired. You do get severance if you are laid off.
If you got severance for being fired, there sure would be a lot of people intentionally getting fired right about now.

Why would your Boss retaliate for you volunteering to be surplussed? It actually makes their job easier and is appreciated.
If you don’t need the severance, why don’t you just retire? Go out on your terms.

You should just tell your boss in a 1:1 that you heard rumors there might be a surplus coming (because there always are!), that "you're close" to retirement, and you would hate to see some of the younger team members laid off first. Sometimes you might add a "with the severance my date could be earlier".
If you are concerned about your immediate boss retaliating or something, go up a level (or two) until you're comfortable. In those cases, saying something casually might be better than scheduling a formal meeting about it.
If your org is hiring it might be a long time before the opportunity comes up, but they will all know to volunteer you first. Advantage of going up a couple levels is that if another org needs to cut, your org might be able to get a favor out of letting you go via their surplus vs your teams...
Just ask your boss to be at the top of the list. They will likely appreciate it as it would save them from having to cut someone else that has a mortgage and a family to take care of. Nobody wants to give someone bad news and it would save someone else on the team. Seen it happen a lot of times. Just let them know. It’s not a big deal and they will be gracious about it.
Overthinking it dude. Just miss a deadline, respond to Stankey’s email, criticize your leaders in a productive way. Make it known that you don’t care. They will fire you without cause. Best of all you will get your severance and six months of unemployment. Firing you for being an outspoken poor performer is a no fault situation. Enjoy your pension, severance, and unemployment. You will be remembered and missed, at least for a few weeks or months.
