I’m fully aware that our days are numbered. Even if I’m desperate enough to relocate near a hub and shoulder all the insane expenses, I could still lose the job a few months later. It’s clear RTO is being structured to force people out, and if my intuition is right, the requirements will only get tougher. Leadership is shaping it that way.

I agree. Hub people are not in a protected class. Once the next level of hub tracking kicks in and 8 hours are enforced - there will be a whole group of people …. Well I don’t have to say it. Do I?????
All workers - remote ones especially - should plan accordingly. Don't think you are protected just because you are in a hub. USB is in a downward spiral and not many jobs are safe. I refuse to relocate to a hub or increase my commute to a 1.5 hour one way drive. Eventually the job market will improve and I am preparing to weather the storm in the interim.
The bank will continue to lose plenty of talent due to their awful workplace culture. As soon as the job market improves, many workers will leave this place in droves and the brain drain will continue.
