No, the point of RTO is to get you to quit without severance if you don’t want to comply.
Probably not, you are essentially quitting. Intel gave over 60 days notice for the change to the RTO policies with the potential loss of employment for noncompliance. This would probably meet the WARN requirements. You probably won't qualify for unemployment either. If you move you still risk getting laid off in the near future.
