Ok, so long story short. SM is out temporarily on medical leave. Our store hasn’t heard or seen anything at all about raises or reviews. It’s now almost the end of the month. DL might be trying to sc--w us out of raises. Do I call HR?

You will get your raises. Instead of normal performance evaluations and raises adjusted for ratings, you will probably all just get a flat raise of about 2.5% across the board that completely uses the stores budget for raises. DLs are lazy.
You will get them effective the 13th.
