Many people got that email despite exceeding RTO requirements based on their organization.

I've been over-achieving with 4 days in the office already but this is just so kindergartenish. Seriously, some of my folks do better with more flexibility. We are all working global hours with our always on phones. Perhaps we stick to core hours again. Our German counterparts are more rigid like this..maybe their workers council has the right philosophy afterall.
