I see a lot of remote engineers remote and no work. caremark etc... why is there no tracking at the Director level?

Lots of ppl taking summer off. Rest talking bull on teams , over eating at home
Which team doesn't have work to do? Can I give them some of my work? LOL
they need in us resources. they dont allow out of country offshore work, that is saving them.
