Other stocks are not doing great today and NKE is up around 3%. Does it have anything to do with the layoff news?

No reason why the stock is moving. Why do we need to ask for a reason?
It's extremely common for there to be upward pressure on stock prices when a company announces layoffs or a restructuring, but I don't think there's really been any public announcement, so most likely it's closely related to the China trade talks.
it would tank another 15-20% after q-4 results.

@OP I am guessing that all the ex-nike employees are selling their stock, which should tank the stock, but maybe that means Nike is buying it back to bloat the price again....
