Oracle definitely needs a big reorganization to clean up that mess.

There should be. Many OCS consultants do nothing more that provide “maintenance” of customer systems, spending a lot of time reading emails and playing on their phones. Lots of deadwood that should be put out to pasture. I was in OCS for years and saw this firsthand.
