Why job openings are reduced and only filled with contractors no FTE joined our team recently. Contractors replaced left FTEs

I think it's because the organization is settling right now. They just added several thousand employees they are figuring out what to do with and have a major reorg coming up within the next few months as they seek to find "permanent" spots for the Cigna folks. I'd not worry too much about that. They just don't want to add a ton of FTE's while still figuring out what they have from Cigna. They take contractors because as they learn the capability of the Cigna folks they may realize they have redundancies and can simply release the contractors. Hiring them means they are attempting to protect their FTE's from cuts.

I've been applying to other jobs directly with other payers trying to get out of HCSC, and I can't get 1 interview. Meanwhile I have many staffing agencies reach out to me for similar openings with the same payers I've applied to, but as a contractor. These jobs have little to no benefits and no PTO. They tell me my I am highly qualified candidate. I've interviewed with the staffing agency and then directly with the payer hiring manager and eventually received job offers, but I'm not comfortable taking on a contractor job with no 401K and horrible health insurance benefits. I rather stay in this hot mess than do that.
Employers are always looking for cheaper labor and ways to make it easier to fire staff to save money. They no longer care about building and maintaining a productive workforce.

Because we can get rid of them easier when we no longer need them.
