Why layoff when you can PIPoff? Common HR tactic? Watching good people get PIPs make me sad.

Juniper is getting a bad reputation from those leaving as most have nothing but absolutely horrid things to say about their treatment and experience.
I was heading towards PiP (very obvious) and ended up leaving. Region was a nightmare… was worth missing out on severance just to not let the blame be placed on me. Good riddance.
If they can force people to leave on their own, they don't have to announce layoffs and show HPE how bad a business they're actually buying.
