The buck stops at the top. If there is a void of knowledge and expertise, it's the unequivocal fault of leadership for building a negative culture and constructing an anti-recruitment center of excellence. When you pull the drain plug, how can you install it again? When you lost all the tribal knowledge and the new people don't know how to fix a complex issue, who's fault is that? Frank knew how to create revenue by pulling the layoff lever, which in the end creates a fear-based culture and left to run, leads to destructive consequences in a technical organization.
But it's ok, just layoff more people so you can create more future tech debt issues that cannot be solved and you cannot hire people because you have anti-work/life balances policies that no decent candidate will accept.
