For the colleagues who have been impacted by the restructuring why can’t they be hire again after the 2 year mark? Is there something that wasn’t communicated to them ?
I've seen it happen a few handfuls of times over the past 5-6 years.

in the US, Is there a difference between those who took the VERP vs. those who were "restructured/lay off"? Is it 2 years wait time for both?

My agreement had a provision that allowed for rehire after one year, and earlier if I paid back a pro-rated portion of the amount received.
People cannot read, if you accept a VERP retirement package, there is no such option to rehire. If you have been restructured, after leave of 2 years you can be re-hired.

Well it makes sense not to be hired for 2 years after accepting the VERP. What you expect to get a payout and then be just rehired? My god, some people….
Same experience applied for a position had a call with sap hr , she mentioned we cannot join the company until 2 year period is over , even though the verp document says you can join paying the money back , they have set up some polices in hr system that would not allow sap to hire back these employees , this is worse and lack of transparency and done with an intension that verp employees should not be allowed join back the company anytime sooner.
2 years, HR will check rehire. Some may be hired through acquisition company but that is coincidental unless you know which companies SAP will purchase.
If you have an accepted VERP you cannot rehire.
The only way to accomplish this within the two-year time frame is for one of the more recent acquisitions to hire them. The caveat here is that the acquisition should not have been completed yet, i.e. no acquire to ship release has occurred. Otherwise, you will have to wait until the two years are up. Working for SAP through a contractor is not permitted.
HR told me, you cannot. They are out for 2 years regardless.
