I the D9 core contract, consolidated HQ’s are used. A seniority list is used in that HQ, by titles affected. After members takes offers/head count changes, the next step the company could take if too many members are lost in a garage, a force rebalance could happen. That means , vols by seniority could move to those areas, then, forced in inverse-seniority to those garages.
The rumored offers are so few, that the rebalance will not be needed in most areas.
If the company reduces headcount further, i.e. surplus, then expect the force rebalances to happen after the dust settles.

Saw the list. Some areas/garages have higher numbers than others. Question: if they don’t get the voluntary numbers in the individually targeted areas, would they open up the voluntary leave down the seniority line in D9? Or will they just cut from the exact locations they listed numbers for. As an example- one city might show 10 people, but the city directly next to it might show 1 or 2. Let’s say you would happily volunteer from the 1-2 city but it would never make it to you, but in combining those areas, it would. Anyone know? I only ask because in some of the locations that need a bigger amount gone, they’re 15 minutes away from a city that hardly needs any. And the list is indeed real.
