Negative emotions, confusion, breakdown of productivity are all completely understandable since effective communication isn't a priority here at all. We constantly have situations where there is a discrepancy between what is said and what is understood. I wonder what causes communication problems here. Incompetence? Complete disregard for employees by management?

Totally incompetence.
Incompetent mgmt.
In most cases an , employee can only be as good as it's mgmt.
With Oracle, employees are far better.
Never heard of mgmt as horrible as Oracle.
Definitely mgmt is the downfall of what used to be a good company.
VPs that are milking Oracle for everything they can - will lose their jobs and their freedom.
We will remember!
It's the thought from a boomer leader that to have a job is them conceding something to you, and that by having that job, they in exchange of salary, also get to abuse you to high heaven.
