Does everyone have this? Worked for a cr-p manager in vcp. Would hate to see what dishonest comments were added.
It's where things such as coaching forms, PIPs, PA acknowledgements, mid years and year ends go. I would agree that it isn't anything to harass, just a paper trail.
Its just where your coachings, evaluations and possibly PIPs are stored. I don’t get how it can be used for harassment. You have a chance to dispute things put in there if you choose to. Its basically a paper trail of your performance. If you think lies are being put on there by your manager, dispute it but if you have a half decent manager they can justify what they put on there.

Every huddle, every communication, and every issue can be notated into the digital locker that will follow you through the company. It isn't so much a tool to harass employees as a tool to create a paper trail. Think of it as notations on an account, but your personal file.
