I'm a senior leader too and I'm giving my people 15% increase across the board. maybe your senior leader isn't participating in the incentive?

As a general "rule-of-thumb" most places I've worked base salary increases on the total salary of a given group times Y percent. Then it's dolled out at the individual level within the group, with some doing marginally better than others. It's a zero-sum game.

That said, I've seen variations on the theme, where a senior manager holds back a fraction of the total to handle special cases. For example, they brought in an employee below market value, subsequently recognized the employee was a star performer and salary adjustment was warranted.

I general, I think it's unwise to share your raise information or listen to others who do. I've seen cases where folks can't resist stirring the pot by circulating a bogus number.

It would hurt the next guy's bottom line. Frank is going to be fine.

Back in the day, merit increases were allocated at 2% per person. So if someone received 3%, that meant someone else only got 1%. I remember going above and beyond, earning a "Far Exceeds" rating, and still only getting a measly 3%—which was considered really good at the time.

Now that I’ve left Fiserv and work elsewhere, I just had my first annual review, and my merit increase was 4.4%. If you have the flexibility to make a move, I’d highly recommend leaving Fiserv. Trust me, there are so many better opportunities out there.

There are no guarantees that you will even get a merit increase. Be pleasantly surprised if you get 2%, if you get more keep your mouth shut. You have probably taken part of someone else's increase away from them. If you get less than 2%, your increase went to someone else.
