It's a bit ugly to say that because there are many who, despite everything, care about this job, but I would be grateful to get paid to leave here. Oracle has long been just wasting my time and draining my energy. If I knew what to do to get on the layoff list, I would do it.

I have at various points met Oracle employees in public who'd wish the company would lay them off already. I've not met many people who openly share their love for Oracle, except for save my last boss who seemed to love the benefits.
Tell them you want the package.
Honestly, after years of rewarding my hard work and effort by treating me with contempt, I'd love for Oracle to finally do the right thing and lay me off with a respectable severance package. I'd shake hands, let it go and move on. Instead, they've been RIF'ing the people around me that actually want to be here.
At this point I'm beginning to believe in the possibility that many of us are already on the list - they're just dragging this out hoping we'll quit first.
This is an easy one. Just ask.
"I know how to get on the layoff list - ask your boss, director, VP, etc to add you to the list"
No, then they will get fired with no package.
Don't be a loozer. Don't wait for a RIF or "a package". Put on your big boy pants and - Just. Leave.
If you tell your boss, they will make your life miserable and quit instead of put you on layoff list and pay you the package, so they can use that money to layoff others, so don't do it.
