TK was way over in his head at Oracle and he's way in over his head again at Google. That folks here remember him as some sort of top-tier exec is absurd.
Calling Google Cloud a real cloud company is a stretch, but it's definitely more real than OCI will ever be.

Oracle is and has always been a DB company from day one, not a cloud company; by putting its DB onto multi clouds from rivals it expos itself from disappearing when rivals use conversion tools to remove Oracle DB, as OP explains.
Oracles largest problem is the lack of leadership. It’s a rudderless ship. What is the strategy? How many mistakes were made over the last 20 years? Too many to count. Oracle should merge with IBM and then sell out to Microsoft.
What is causing this downturn in Oracle? When we lie, cheat & steal we get back more than what we put out there. Oracle better wake you and clean-up the corruption that exists. Treat employees well and money will come. VPs that line their own pockets and have filed fraudulent patents for promotion. you are doomed. Beware. The Feds will be watching your ever move. Your career and freedom will be over. Very simple, the laws of the universe. What you put out there, you will get back more.
Four years ago, LJE didn’t want Oracle DB to be run on rivals clouds such as his generals suggested; I guess by fear of the situation described by OP; I guess now he doesn’t have the choice anymore.
