Anyone who is averaging 3 hours or less is getting an email sent to their supervisors. Even supervisors weren't fully aware it started until the emails started coming in.

Desktop Reporting System only shows connected. Not hours. You can see it yourself. Go to drs.it.att.com/default
Email? Those employees need to be terminated.
3 hours or less? Is this a weekly email? Monthly? Daily (that wouldn’t make sense, because then it wouldn’t be an “average”)?
I would also assume that email will be used as official documentation.
