Risk is so bloated they could easily cut 50% of senior managers and no one will notice.
I would bet there has always been layoffs of at least one person. So you might need to barrow down your scope. There were 250k employees. I would bet that a thousand people were coming and going every month in a "normal" environment.

This is what he was hired to do. He said for 3 years... that started on 2020... gues he fails at doing this part of his job too.

Possibly very early in COVID there was a very temporary pause, hard to say. All I know for sure is that we've averaged 800-1000 people a month during most of his tenure.
