If you're gonna lay people off it would make sense to ask for volunteers. Why not lay people off who want to to be laid-off rather than people that want to stay?

The people who sit and do nothing arent going to be volunteering to miss out on getting paid for nothing.

why do they let go of the best people and not the people who want to leave and sit on their a-s
every time they have a rif it makes us less effective because it puts more work on everyone else. burns us out. leaves us with the people who already quit in their head. and demoralizes the rest of us.

good people wouldn't be enticed by a lower package
They can't ask for volunteers cause they people that volunteer are the workhorses that are doing all the work and are miserable. Then they'd just be left with the useless people. That happened with the last vsp and is why they'll never do it again.
Asking for volunteers can back fire as the good people they want to keep are often the only ones to volunteer as they know they’re employable elsewhere.
Also it tends to be an enhanced package with voluntary layoffs, which can cost a lot more
