So if we are layer off with a 60 day notice and then relieved of our job duties do we get paid the 60 days in addition to the severance?

Yes, if You are relieved of your duties early, you get paid through the end of your notice period which I believe last day is January 9th. Then your severance starts.
Yes, the 60 days takes you to the end of the year (for bonus eligibility) and acts as a way to give you time to look for a new gig internally. Your severance kicks in after the 60 days.
