I feel bad for you . but 20 + managers in 6 years sounds unreal , and that may be a reason you have not received a raise . For you to receive any raise , you need to work with a manager and prove your worth .

close to decade and half employee here . Raises absolutely follows any such layoffs . If you are in an org that generates revenue , you will definitely get a raise . I have received it after every such layoff , including last one in 2020

Neither high nor Satire !
The same type of raises happened right after 2020 layoffs .
Right after a bunch of people were let go , most of the others were given raises .

Even if they match your new salary, your career at Oracle is over. If you take the counter offer you are marked as someone who is not loyal. Take the new offer, grab the money and RUN!

You will hear about it very soon. Rest assured, your manager is working diligently, day and night, to fight for both your raise and your long deserved promotion. In reality they have no power to help you! The best they can do is to convince management to present a counter offer when you give notice. (They will not be able to match your new salary)
