Is the hiring manager permitted to speak with your current manager prior to interviewing?

Speaking from experience, yes they do. Usually it's not until an offer is made. If it's an issue, you can tell the hiring manager not to say anything until an offer is made. Once the offer is made they pretty much have to talk, at the very least about your transition. If you're cool with your manager (i.e. they will understand why you posted out) then you should tell them you applied internally. Very small chance they will either just promote you or give more money. This happened the first time for me, second time they said good luck (outside the company).
Yes, they absolutely are permitted to do so. Many do so it's a good idea to let your current manager know that you applied to other internal jobs if you know you're going into final round interviews.
Chances are they'll talk to your current manager after an offer is made. If you tell the hiring manager ahead of time that you want to keep it on the down-low they'd be pretty cr---y to let your manager know you're interviewing.
And who knows, your current manager could be a dk and bad mouth you. After all, why do people leave current position? Better/more interesting job, org/leader sks, promotion (although I think is not the norm). While we hire pretty sr. tech positions from the outside, we tend to not promote on job postings as far as I know.
