There is no easy way to layoff people , both sides it’s difficult , especially a company who put it as the task of the line managers, HR washes away such task as well, and inform them that it’s your leadership and you must achieve your number.
To the person laid off by the boss who said you'd do it to her. Life will stink for a little while but you will find another job and have a much better leader than what you left. She may be getting the ax soon enough once she's done with her employee meetings.

I've had to lay off people before. It ain't easy nor pretty but I avoided saying too much period. The decisions are made above the boss's head most of the time. You are the bearer of bad news. Occasionally you are given a choice to pick between two people working under you but not often. That woman boss deserves to be sent packing herself just for the way she handled it. What has become of this once great company?
When my boss met with me to lay me off, she started the conversation by saying if I were in her shoes, I’d do it to her. 😂
