Does OCI have any layoffs at its leadership positions (VP and above)?

OCI is a joke. Think about it. Google can’t catch up to AWS and Azure. Would you compare Oracle to the R&D powerhouse that is Google? The cloud race is over and OCI did not finish.
Not in the direct OCI leadership but aware of multiple M6s in OCI that have been let go.

It'a a Big joke. Both AQA and Zure crossed $20B per quarter and Oracle cloud revenue
is $8B. The SaaS buisiness (which is actuall gen1 cloud) it self is stil $6B, jst moving Saas from gen1 to gen2 after so much of effort and with $2B revenue, you are saying OCI is great place to work, big joke.
