Just no communication. I don't know if that means more layoffs or what.

Layoffs are done using a script provided by the HR/Legal. There is a reason that you have an HR rep, manager, and the person being laid off in the meeting. It is to keep a record of what has been said and if the person announcing the layoff has gone off-script. When I was let go 3 years ago, IC5/Oracle Cloud The manager (Director) just read two lines and left the meeting. two years after I asked him if he knew beforehand that I am being laid off, and he said he knew that anyone whom the HR create the meeting with is going to be laid off, and the meeting notices arrive one day in advance or same day.
Also, it has some connection with performance, but it is not all the reason. The layoffs are being spread between different countries, states, etc. for reasons like regulations, cost of layoff, cost of an employee, etc.
middle mgmt has to be in the dark just like everyone else. vp's prob have no clue why they are meeting. guessing part of reorg. bet some are a little nervous. they stand to lose at alot more because they are not exactly employable. after all, they are - due to upper mgmt not making them accountable for much - hugely responsible for the poor management that, has caused much of this mess.
maybe vp meeting is for consolidating orgs? most likely some vps will obviously be let go and others will given orgs that survived. prob based on favortism and certainy not capability. would not be surprised if this meeting is top secret for at least a few weeks but then again, there is bound to some leaks - vps have such ego's they want others to know they are in the know -- or corrupt that they would accept $$ from media. credit is often given in articles .... from someone in the know or an unamed person or someone close to this situation, etc.
and the vp's that do not survive will prob remain in the dark. their vp friends that survive are probably not loyal ... just a guess.
only O would prob leave customers esp subscirbers in the dark - no communication and not caring that they get the same limited media info as everyone and deserve answers other than... pay the huge montly fee.
many would have budgetary as well as, other concerns.
not good business but, then look at the mess, truly due to poor management from to mid level.
For the mangers that do know and have had to determine who is laid off.
There is no guarantee that O will not circle back at some point and layoff you off. Adjustments will be made and consolidating reorg will get rid of a lot of middle management. It will prob take weeks &/or months.
Sorry for being so blunt - just be prepared.
I'm a manager at oracle, I have not, nor has my director, received guidance in regards to anything layoff related. Noone on my team has asked me and noone in my org has been RIFd yet so there's nothing to discuss.
If someone on my team asked I'd give them my candid opinion buy the only guidance I have is from my Director who didn't even know CX got hammered on Monday.
Sometimes due to the situation you tend to see things that arent there I.E. peculiar behavior. If you are concerned about layoffs ask your manager candidly. It's absolutely OK to do that.

A lot of times these things are scripted out and folks are under STRICT instructions not to talk to staff about anything having to do with layoffs or their position or ANYTHING at all until the cycle is done. You should normally know when things are done.
If you say anything at all practically as a manager, someone can often sue over what you said. So there is little upside as a manager to say anything. Usually one level above your manager should know what exactly is going on. If your manager or larger team is on the block your own manager may not be as dialed in if they didn't need their input to decide who to cut.
First-line or even mid-level managers are in a dilemma in these situations. It's possible they truly don't know, or they've been told to keep quiet until HR says arrange the 1:1 call.
You are getting axed... that's what it means... start looking now.
I suspect it either means more layoffs OR you manager is about to leave the company and doesn't care any more.

I think this is very easy way to loose trust of left over employees.
