No one can deny the most folks laid off are in US and their positions will be backfilled in India.

Well agism and racism here but you must be of a certain race and age to still think that.
I call BS on the OP!
If you wrote this in 2002, maybe I would believe you. But it's now 2022 and these former nations where IT was outsourced have industrialized.
Now if you told me my job was now in Vietnam, Pakistan, or the Democratic Republic of the Congo, maybe you would have a point.
Thats completely a wrong statement. Even before we werent able to recruit people from India. Now no one will join with all the opportunities available in India. Thanks to family friendly visa policy which favors family over working population and making hard for people to immigrate to USA. India is becoming the next silicon valley. Sad state of affair for USA. Many positions layed off cannot be filled else where.
I can help clarify this for you.
Tech skills are completely commoditized, like lightbulbs. It would be irresponsible to go by lightbulbs at Nordstroms, when you can pick them up at Walmart for $0.25 on the dollar.
Put another way (since it seems that you may have trouble with the basics), US-trained tech workers are needlessly overpriced. Oracle is not a charity, but rather is in business to make and maximize profit.
If you are a US trained tech worker and feel angry about off-shore work, then up-level your skills to the point where they are no longer commoditized. On the other hand if you feel that you should have been able to graduate from a tech program and then coast for the rest of your life --- well then once your job is out-sourced then that's on you and STFU.
You r still drinking that kool-aid. India is not cheap anymore and employees in India also got affected by this layoff!!! This is a sh---y company!!! Thats all!!!
