I am reading about rescinded offers on top of the layoffs?

My team just hired a wildly mediocre person from the outside. I am offended by it. They are letting go of thousands of people. This guy is better than all of them? It is just sloppy planning, no coordination or control.
I'm an Oracle sales rep in an area that so far has been unaffected by layoffs. The writing was on the wall for the CX team. At the beginning of the new Fiscal year in June, HCM applications reps were either let go or moved to other teams where they will be covering all the other applications- except CX/Marketing Cloud. It was just a matter of time before they got rid of the CX/Marketing Cloud in a similar fashion.
I do know that some of the specialized applications team were planning to hire more people as recently as last week. I have not heard anything today from my management about any of the layoffs or if there is an across the board hiring freeze. We shall see what happens in the coming days/weeks.

There has been a hiring freeze in place for apps development since June.
