How would a person on leave know if they’re going to be laid off when they return?

If you are in mortgage, you picked a horrible time for a leave of absence. Just sayin.

How does severence work for 2 year employee?
You have to be with the in crowd to get "balloons that say “we will miss you” or “thank you for what you do!” And those don't get laid off. they are offered a job in another area. It's those that are not part of the in crowd, those that are not referred, those that are friends of someone in senior management that are just issued the door.
On Leave usually means lay-offd in my department. People usually don't come back
balloons that says “we will miss you” or “thank you for what you do!” all over your cubicle, farewell card, cake for your departure, hugs from your work family, all these WILL NOT happen when you return
Unless you have a very good friend among the 3-4 people who have to know already, you will find out when you return.
