I know plenty of people who are once again disappointed they were not affected by layoffs since they're waiting and hoping to leave with a severance package. At the same time, I'm sure a good number of those who were affected wish they were not. So much of this could be avoided if they offered voluntary buyouts. It would be a win-win.

Many who may have weathered earlier cuts and site strategy impacts are almost hoping to be on "the list"...
Years ago manager were able to do what the example was, I heard about quite a few examples of people that asked to be laid off and were. However now the decisions are being made at the SVP/VP levels and direct manager are rarely asked for input. They are just told who is on the list. Managers have almost zero power at Fiserv, they are not even allowed to give their employees the ratings they want.
Good point, it seems you don't hear of that anymore. I had a colleague who reported to a manager who was trustable and really cared about his people. Anyhow she was nearing retirement and she told him that if there was a cut, to take her. He did and that saved a job for someone else. Win - win.
