Complete transparency doesn't work, but neither does no transparency at all. Uncertainty is the worst for me. I follow the rumors that are circulating, morale is low, I can concentrate on work less and less, etc. Don't we deserve at least a little more transparency when it comes to layoffs?

I believe they're expecting people to read in between the lines. The problem with reading in between the lines is projection bias, and so that can go so many ways.
It's highly likely our direct leaders won't even know until the 11th hour, so they have to do their best to keep things humming while they themselves worry.
Once we have completed open enrollment we will have a clear picture. Trust me if enrollment decreases the picture will definitely be different than what it is now.
This is them being transparent. There are still pieces to be worked out. They do not have a crystal ball but actually have to work things out before decisions can be made. They assess all information, discuss options, and then decisions can be made. How are they supposed to share decisions before they have been made?
