If you are rehired within 12 months, then yes, the previous stint will be considered for the severance pay as it will not be considered as a break in service for all the benefits.

No, a rehire does not get previous years service counted as part of severance formula. Only your current hire years are used.

severence pay = annual base salary / 52 * (total years of service + 3)
