Usually H-1B positions are claimed that there is no one in US for the position to be filled.
if 3 persons in a team and one with h1B should be the first one to go ? compared to the Citizens ?

BS. This sentiment has surfaced during every era of the Industrial revolution, up through today.
If it were true, then jobs would have to be more appealing with better mgmt and fair and equitable compensation.
Funny how they don’t say this about the CEO class!
Oracle has the most "dead wood". If you cannot continue your work, go home and retire.
Deport millions of H1Bs out of America to give employment to America citizens
Record low unemployment - where are all those unemployed American citizens qualified to work at Oracle etc. but unable to get a job?

Silly Valley has a employment problem among its Indian employees: Caste discrimination.
Probably among tech sectors all over the world where Indians work as well.
The H1B employees from India typically have a real edge with being retained during RIFs especially if they are men and if their direct manager is also of Indian decent. This seems worst in consulting, development, and sales consulting teams. Might sound harsh, but many of us have sadly seen this going on at Oracle for many years.
There is a noticeable favoritism among Indian men, and Indian managers often promote other Indians over others, and they definitely pass over women for promotions. And yes, this is a very racist and wrong approach, but unfortunately Oracle has allowed it to go on.
You sound like you’re an H1B wanting to see if you should be worried.
What I’ve seen recently is that a lot of H1Bs get retained while US citizens get the axe. Another reason why I left Oracle years ago. But for this round of layoffs, being an H1B won’t be a protection. So yes, start worrying.
"The company is much bigger than your USA, even if you wear a red hat."
Not surprised with that re--rded comment since it obviously comes from someone outside of USA. As H1B positions are specifically within the USA, and we do have plenty of qualified people in this country already, these discount employees are simply a way to lower the expense bill, but sadly mostly miss the mark as far as quality employees go.
I had decades of experience with the environment at Oracle, and know first hand about the cr-p growth of favoritism blatantly exercised to get and keep same foreign nationals, even when those seat fillers could do no job functions by themselves.
Oracle sunk themselves long ago by falling into this quagmire of "globalization" which ended true employee quality control.
